ELECTRICAL INSPECTOR
Rick graduated from Owensboro High School in 1976. Rick began his electrical career in August of 1977 working as a residential trainee in the Thoroughbred East subdivision. In 1983, he completed a four year NECA-IBEW apprenticeship. He received his electrician’s license from the City of Owensboro in 1986 and his electrical contractor’s license in 1988.
In 1989, Rick obtained his Kentucky Electrical Inspector’s General certificate.
Rick and his brother operated a family electrical business, Thurman Electric. In January 1990, he moved from the family business to a position with Owensboro Municipal Utilities, where he stayed for 22 years until his retirement from his position as Electronic Technician Crew Leader.
Rick completed course requirements in Applied Science with emphasis in Electrical Technology and received his Associate’s Degree in 2007 from the Owensboro Community and Technical College. He has also completed written examinations for the International Municipal Signalman’s Association traffic signal courses. His certifications include Flagging, Traffic Signal Level I, Traffic Signal Level II (Field and Bench), Traffic Signal Level III (Field and Bench), Microprocessor, and Traffic Signal Inspector.
Rick began working with the Owensboro Metropolitan Planning Commission in January of 2013. He has completed the Commonwealth of Kentucky requirements to be certified as:
- Electrical Inspector
- One and Two Family Dwelling Inspector
- Level I Building Inspector
- Level II Building Inspector
- Level III Plans & Specifications Inspector
